Moscow, Russia – Dmitry Peskov, spokesperson for the Russian Presidency (the Kremlin), reiterated that any potential discussions related to Moscow’s proposed settlement plan for Ukraine are part of the negotiation process and will remain confidential, unable to be publicly discussed.
“This is a matter concerning the course of negotiations and should not be publicly circulated,” Peskov stated during a press conference today, Tuesday, as reported by the Russian news agency TASS.
The second round of direct talks between Russia and Ukraine was held yesterday, Monday, in Istanbul, lasting just over an hour. During the meeting, both sides exchanged documents outlining their visions for resolving the conflict.
The Russian document proposes two options for achieving a ceasefire in Ukraine:
First option: Stipulates the complete withdrawal of Ukrainian forces and other armed formations from “Russian territories,” including the Kherson and Zaporizhzhia regions, and the Donetsk and Luhansk People’s Republics. This also includes their withdrawal to a mutually agreed-upon distance from the Russian border, according to specific terms to be adopted by both parties.
Second option: Involves a comprehensive 10-point settlement, notably including:
- A ban on the redeployment of Ukrainian forces, except for the agreed-upon withdrawal distance from the Russian border.
- A halt to military mobilization in Ukraine.
- The commencement of a demilitarization process.
- An end to all forms of foreign military support for Ukraine.
- A rejection of any foreign military presence on Ukrainian territory.
