China’s national legislature opens its annual session

The 14th National People’s Congress, China’s national legislature, opened its second annual session today at the Great Hall of the People in Beijing.

The opening meeting was attended by Xi Jinping, Li Qiang, Wang Huning, Cai Qi, Deng Xuexiang, Li Shi and Han Zheng. It was also attended by nearly 3,000 representatives of the National People’s Congress of China.

The meeting was chaired by Zhao Lejie, CEO of the Presidium, and Premier Li Qiang presented the government work report during the meeting.

While presenting the government work report to the session, Li said that in the face of an exceptionally complex international environment and the arduous tasks of advancing reform and development and ensuring stability at home, China has achieved the major goals and tasks of economic and social development in 2023 and has also made significant progress in building a socialist country. Modern on all fronts.

Reviewing the work accomplished last year, Li said that the government has strengthened overall regulation and steadily supported economic recovery and growth. He also touched on some other works, including promoting industrial modernization through innovation, deepening reform, expanding openness, and improving the business environment.

He also pointed out the problems and challenges, and pledged that the government will confront them directly and will make every effort to implement this and live up to the aspirations and confidence of the people.

Li said that the year 2024 marks the 75th anniversary of the founding of the People’s Republic of China, and is a crucial year for achieving the goals and tasks stipulated in the 14th Five-Year Plan. He revealed the main development goals this year, which include growing the gross domestic product by about 5 percent, creating more than 12 million job opportunities in urban areas, and increasing the consumer price index by about 3 percent.

To achieve the goals, the premier called for greater efforts to advance high-quality development, promote better interaction between efficient market and well-functioning government, and continue to stimulate and enhance the vitality of society.

Li set out the main tasks for 2024, including striving to modernize the industrial system and develop new high-quality productive forces at a faster pace, revitalizing China through science and education, expanding domestic demand, continuing to deepen reform and seeking higher-level opening-up.

He also spoke in detail about the work related to improving government performance, national and religious affairs, national defense, military development, the development of Hong Kong and Macao, cross-Strait relations and foreign policy.

The legislators reviewed a report from the State Council on the implementation of the 2023 plan for national economic and social development and the draft plan for 2024, as well as the draft plan for national economic and social development in 2024.

They also reviewed a report from the State Council regarding the implementation of the central and local budgets for the year 2023 and the draft central and local budgets for the year 2024, as well as the draft central and local budgets for the year 2024.

Li Hongzhong, Vice Chairman of the Standing Committee of the National People’s Congress, explained the draft revision of the Organic Law to the State Council at the opening meeting. The draft revision consists of 20 articles.

The explanation explained that the law is of crucial importance to ensure that the State Council performs its duties in accordance with the Constitution and other laws.
