Xi pointed out that China’s western region has witnessed great achievements in preserving and restoring the ecological environment during the past five years of planning by the Central Committee of the Communist Party of China to form the new pattern for promoting the development of the western region in the new era, and its ability to achieve high-quality development has clearly increased.
The construction of an open economic model was accelerated, infrastructure conditions were greatly improved, the people’s standard of living rose steadily, and the decisive battle against poverty was won on time so that it could achieve the building of a well-off society in a comprehensive manner with all regions of the country and begin the new process of building the modern socialist state in a comprehensive manner.
However, the development of the region still faces difficulties and challenges that must be studied and solved seriously and practically.
Developing industries that leverage local strengths should be the main focus, Xi stressed, adding that efforts are needed to adopt a region-specific approach in developing emerging industries and accelerating industrial-level transformation and modernization in the western region.
Xi stressed the need to strengthen the integration between scientific-technological innovation and industrial innovation, prepare high-level talent in the field of technological innovation and actively introduce them to the region, and strive to achieve breakthroughs in a range of basic technologies in key areas.
He said that cooperation between China’s eastern, central and western regions in technological innovation should be deepened and the national model zone for independent innovation and the national model zone for the transfer and transformation of technological research results should be deepened.
He pointed out that measures should be taken to accelerate the technological modernization of traditional industries, promote equipment renewal in key industries, to raise the level, quality and effectiveness of traditional industries, thus raising the effectiveness of comprehensive resource use and the degree of precision manufacturing of products. We must promote the integrated development between institutions directly affiliated with the Central Committee of the Communist Party of China and China’s western region, and shape tourism and other service industries into pivotal industries.
Xi stressed promoting new, high-quality productive forces according to local conditions, exploring the development of modern manufacturing and strategic emerging industries, and making plans to develop future industries to promote new growth engines in the region.
Xi also pointed out the importance of high-level ecological protection in maintaining high-quality development, and the importance of protecting national ecological security. We must continue to promote large-scale development through greater opening-up and improve the level of openness both internally and externally in the western region, Xi stressed.
